Transparency, fair competition and accountability are three defining features of an efficient public procurement system. Until 2011, the Bangladesh procurement process was paper-based and plagued by corruption and malpractices. Short bidding periods, nondisclosure of the selection criteria, pre-tender negotiation with bidders were some of the defining features of guiding Bangladesh’s public procurement activities.

On the eve of the Karnataka election, waivers of farm loans were one of the major election promises. Now, chief minister HD Kumaraswamy wants to fulfill his pre-poll promise and even threatened to resign if he cannot fulfill his promise. As has been seen time and time again, “farmers first” provides political mileage. With more than 55% of Indians earning their livelihood from the agricultural sector, it comes as no surprise that political parties like to place their bets on the farmers’ cause. However, the real benefit to the farmers won’t come from loan waivers.

Christiana Figueres, the former United Nations official responsible for the 2015 Paris climate agreement, has a startling vision for restaurants of the future: anyone who wants a steak should be banished. “How about restaurants in 10-15 years start treating carnivores the same way that smokers are treated?” Figueres suggested during a recent conference. “If they want to eat meat, they can do it outside the restaurant.”
